Progreso,TX, July 24, 2008 -- Custom and Border Patrol (CBP) agents turn around vehicles on a a flooded highway, as they assist the Texas Highway Patrol. The flooding was a result of hurricane Dolly. Hurricane Dolly crossed South Padre Island with 120mph winds. Barry Bahler/FEMA
