Context as given in the above cited source: "However, the 2011 Tohoku tsunami was higher than the designers expected. The tsunami caused major damage to the breakwaters and inundated both cities. Nevertheless, the breakwaters helped to reduce the impact of the tsunami (both tsunami height and arrival time) on the cities, especially Kamaishi, where many houses still remain (Fig. 4)."
